Fans are Banned From Cheering at the Olympics

After some back and forth it was finally decided that fans will be allowed to attend the 2020 Olympic Games in Tokyo.  Each venue will have a limit of 50% capacity, up to 10,000 fans.

There will still be no spectators from abroad and those who are allowed to attend will be banned from cheering.  That's right, a half empty stadium with almost no noise.

Why have fans at all if they can't cheer at all?  Just fill the stadiums with cardboard cutouts and pretend that life will never return to normal.  People are having an extremely hard time letting go of the pandemic.
