Chris Simms has Bears rookie Justin Fields as the 39th ranked quarterback in the NFL. He starts by awarding the Ohio State product the Bears starting job, apparently Simms forgot that Chicago already handed that job to Andy Dalton.

Simms must have also forgotten about the fact that Fields had the highest mental aptitude test score ever recorded. With all of that said, Simms is 100% right with his placement of Fields.
At the end of the day Fields is an Ohio State quarterback in the NFL. The Buckeyes signal-callers haven't necessarily fared well in the league. Simms is right to be apprehensive and take a wait and see approach with the Bears rookie.
